Very bad new because the replacement parts for the S4 are usually more expensive than others, a complete LCD + digitalizer replacement kit costs almost half an used phone with the same specs.
Personally I would sell it "as is" and invest in another phone (new or used).
Screen renewals are very tricky. I would suggest getting it replaced by a Pro shop. The screen itself is not expensive (about $10.00) but the job is specialized. There is a video on YouTube of a guy doing it using a hot plate and laser thermometer and UV light unit. I personally have replaced 2 screens. I used the assy - screen and digitizer ($140 - 150 for S4) and about ¾ hour to install. The reason I used the assembly was the saving in doing the screen only as it's very easy to break the old screen and damage the digitizer screen if you haven't got the right equipment. A hot air gun/blower has a tendency to heat the whole phone too much. Watch the YouTube videos and you'll see what I mean.
