Help S4 full service but wont load anything involving network

I've have my S4 for a bit and have had zero problems. About 2 weeks ago my phone started acting like I was on dial up. I normally have full service of 4g LTE at my house. I've done all I can think of to fix this problem, Facebook takes forever to load the play store won't download anything and so on. I even did a factory reset with no luck. On WiFi it works great but turn it off and I mines well be in airplane mode. Funny thing is I have the speed test app and can constantly hit 22-24 Mbps downloads and 15 Mbps uploads on 4g LTE but yet the rest of my phone won't work.

So if anyone can think of something please help me.
Oh and I even called at&t to see if something was down.

The speedtest app uses the same internet connection as Facebook and the Play Store, so something doesn't make sense.

Right which is why I'm stumped. I use chrome and it barely loads if I try to download a app it just sits at 0%. I've done the pull the battery out, take the Sim card out and put it back. Let it sit off all day, Nothing works.

I don't know if its a software or hardware or not my problem. Problem.
