It depends on which hotspot method you intend to use. If you're going for an app, then you do not really have anything to worry about. If you're going for the file mod trick, I'd wait for recovery or see if there is a way to get your phone back if the mod is done improperly causing a bootloop.

what app are u talking about i have pdanet+ and when i run it, it starts and then the phone verifies the hotspot and then it shuts it down.

- Rooting your phone (as long as you have an easy method) is painless and will not need a custom recovery. There are wi-fi hotspot apps that only need root, and do not affect system files.

- The Native HotSpot Mod is available for some versions of the S4. It involves modifying system files and if modified incorrectly, your phone will soft brick/get stuck in a boot loop. Custom Recovery (with a ROM backup) or Odin (with stock ROM install) is required to fix this problem.

I have used WiFi Tether for Root Users for almost a year without issue on my previous phone, but there are other dependable ones available. I haven't had a chance to use it with the S4 because my Sprint version has custom recovery and the stock ROM install so I went for the native hotspot mod.
