Samsung browser download notification... xx

That's a really old phone. I'm wondering if the android version you are using doesn't yet support notifications. Can you tell us what version of Android your M8 is on?

  3. Scroll down and select About Phone
  4. Scroll down to Android Version
  5. The small number under the heading is the version number of the Android operating system on your device.

That shouldn't be. It sounds as if there's some software corruption. Did you try a factory data reset. That should fix whatever damage was done to software.

That's a browser setting.

Which browser are you using? Regardless, go to its settings and find its download-related options.

If it's not there, go to System Settings for the browser and look there. You should see something like:
