Help samsung configuration untility

I have a Verizon samsung galaxy s4 but my configuration utility does not see my phone. I have the developer options enabled but it cannot see the phone. Please Help

USB debugging is enabled?

The drivers are installed to your computer?

The cable is a 4-wire (power + data) cable, not a 2-wire (power only) cable?

yes to everything. I should be getting a popup on my phone as to enable the DCT but it doesnt come up. I havew a 64 bit machine do you think that could be the issue.

If it's a Windows, Mac or Linux machine, not unless you somehow installed 32 bit drivers. If it's a 64 bit <something no one ever heard of>, maybe.

Does adb see a device?
