Help Screen acts weird when charging

Not all of the time, but quite often when I am charging my Evo, if I try to unlock my screen, the unlock bar will only go halfway down, and will not fully unlock the screen. If I blacken the screen and retry, the same thing occurs. I have to literally unplug the phone from the charger to access the screen. Does anyone know why this happens? In rarer cases, if I get the screen to show, sometimes the shortcuts are unresponsive unless I unplug the phone.
 
This happens on my phone when I charge via computer or any wall plug not made for my phone. Try the cable that came with phone and the wall charger.
 
Actually, I am using the OEM charger. Ironically it never happens when I use my cheap Walmart car charger, only the manufacturer charger. Strange.
