Help screen not responsive when recieving a phone call?

I was wondering if anyone has this problem. When someone calls my incredible I try to swipe the screen down, but the screen is non responsive whether i swipe up or down. I tried to search the forums for this problems, but i couldnt find anything on here or on a google search. Is there an app that fixes this? I would really appreciate any responses.
