I use the SDK to do this. I am not sure if there are other methods. I know you can with home replacement apps, but that is about it.

can you keep USB debugging enabled or do you have to uncheck it to charge via USB or mount memory card?

I always keep it on. Don't really know if it's harmful. I've never noticed any side effects.

You do not have to uncheck it to charge or mount.
