Help Screen Sleeps - Apps Close

I just noticed that when the screen goes to sleep the phone closes all apps that were open. For example, I was playing Angry Birds and stopped to talk to someone. After 30 seconds or whatever the screen went to sleep and when I woke it I was back at my home screen. When I went back to the app it had to start from scratch. It does this all of the time, now that I am paying attention.

Is this normal? I assume a battery saving thing?
 
Not all apps do this. If you leave a browser window open, you'll see it when it wakes up.

I've seen the same thing with Angry Birds and other games, though. I suspect that games can't be put to sleep in their "active" state (i.e. it can't commit the exact present state of the game to memory instantly) so it is forced to exit them - same as if you hit the "home" button.

Obviously you don't want the game to sit there, open, consuming battery while the phone is trying to sleep - so this behavior makes sense.

...my guess is it is app dependent, like stated above, this doesn't happen to the web browser.
 
I didn't know if there was a setting or anything, my Dinc and Dinc2 didn't do it so I assume it is an ICS thang.
