Help Screen timeout while charging?

I got a replacement DROID3 and I never noticed that the screen doesn't timeout while chargjng. Is the screen supposed to timeout at the time you have it set to while charging or does the screen stay on the whole time until click the power button?
 
Under Settings -> Applications -> Development there is a toggle to either keep it on while charging or let it time out. Took me forever to find it when I first got the phone. I prefer to have it stay on while charging sometimes. You can still hit the power button to turn off the screen :)
