Help Screen won't time out

I recently received a Galaxy Note 3 through insurance and the phone will not go into sleep mode. Everytime the phone screen turns off it immediately turns back on. As you can guess, this is a major drain of the battery and causes the phone to take forever to charge.

Does anyone know how to fix this? I assume this is not the only device that has experienced this problem before.

A few queries for additional information, if you don't mind:

If you physically press the power button does the display turn off (and stay off)?

What is the screen timeout period set to?

Does this happen only when connected to a charger, or all the time?
 
When i press the button, it does go black but then immediately turns on again. It happens at all times including when it is in the charger.

Screen timeout is set to 10 minutes. I have tried messing with this setting, it is not the issue.
 
I didnt download any apps. How do i boot into safe mode? Sorry I am not very good with troubleshooting. Can you walk me through it please?

From the Google support article I linked a moment ago ;)

Use safe mode to find problem apps
  1. Make sure your device's screen is on, then press & hold the Power button.
  2. In the box that opens, touch & hold Power off.
  3. You’ll see a “Reboot to safe mode” box. Touch OK.
  4. Your device will start up in safe mode. Try using your device normally. Remember, you won’t be able to use any installed apps.

My last suggestion would be a factory reset. (Settings > Backup & Reset > Factory Reset, I believe).

If that still doesn't clear it up you will probably need to contact the insurance provider and let them know you got a bum device.
