Help Scrolling in browser

I don't remember if 2.1 was like this but I just noticed it and it's driving me nuts. Try this and tell me if yours is the same. Open any page, now place finger on screen scroll straight down, now straight up, then try scrolling sideways. All without ever lifting your finger. When I do this it scrolls down, up, then nothing when I go sideways.

by default the browser is set to view pages in overview mode, which means they are zoomed out all the way. Which means you won't be able to scroll side to side.

I have that feature turned off. Does this even when zoomed in.
