Help Scrolling problem

does anybody have this issue? Whenever I scroll down the screen while reading a news article using the web browser included, the left side of the screen often turns a light blue due to it running out of space. it gets really irritating while you're reading the article and seeing the blue haze come out so often.

is it a malfunctioning phone or is this normal?

It's just the stock browser glow Samsung adds. It "flares" like that when you reach the end scrolling in any direction. If you notice when you scroll in settings menus you get the same effect. I don't mind it, but it would be nice to have the option to turn it off.
