I saw a long discussion about it on XDA, but they didn't come to a conclusion:

It's an HTC thing. As someone pointed out, if it was actually as nefarious as it sounds, it wouldn't have such an obvious name.

All the discussion has been with the leaks. You can find it in the Battery Use area, under Android System

I'll try to get my hands on my daughter's phone to check. She got the OTA.

Yes, I am running OTA 2.1 from 1.5.. and it IS there.

It's also on the Hero (and presumably every htc cdma phone). It's an htc thing.
