Damn, up here in Folsom,CA every thing is slow as ever.

Hah, I'm in north San Diego county and just ran the test not 10 minutes after you. Same 3 bars, same server, but only got 2803 and 367kbps - on the third try. Still "slow" IMHO, but it's all relative.

FYI, to get upload speeds above 300, I can to root and install a ROM with HSUPA enabled....
