SO i've got an htc wildfire S for virgin mobile in the us.. and this infernal internal mem issue is BS.. i can only have a hobbit's handful of apps installed and even being more frugal than a peasant with this thing i still get "insufficient memory issues" ALL the time..

i was at a concert and stood there in the mosh pit for 10 minutes clearing cache before i could send 1 pic. A pic..

dammit.

well heres my dilemma; would rooting the fone allow me to fix this bs? or should i just save the heaqdache and buy a motorola triumph?

You have to have an unlocked bootloader, first of all. You do this at htcdev.com, just follow the instructions.
I assume you have an A510c, cdma. Flash insink71's VM rom.
Read the forum, it's a great way to learn about android. You'll be able to clean your phone of bloatware. Make sure you have a backup, in case things don't go right.

After you root, search in the forum on how to install Link2sd. That really makes a lot of space. I have loads of apps and one is as heavy as 25MB... and I still have 92 MB free :D
