Help setting defaults for popups

I have a website that has a backend that lets me choose a file to upload. When I try the popup only show music camera and image diectories to cboose from. It seems to me that the note should have settings that would let me access all the diectories on my phone.

Does anyone know where I need to go on my phone to do this? I am running ICS on a rooted and unlocked note.

Click settings/more settings/USB utilities. Click Connect storage to PC, then connect your USB cable to your phone and PC and click Turn on USB storage.
