[Android Question]

My phone model number is LG-KU5900,Android version 2.2.2,kernel version 2.6.32.9, Softeware version LG-KU5900-V10i,
my question is:
1. how to use efficiently internet access in my country Ethiopia with normal SIM. Unfortunately there is no 3G SIM card delivery.(it is not sell to people for unkown period of time.)Is there any possibilities?
2. I am in trouble with area code setting, while I'm dialing any phone number it outs with area code number of +829.... what shall i do?
