It's the CKS theme and it's nice! You can get it on Play for $1.49. It works on Go, ADW, Nova, and Apex launchers.
It also comes with themed docks and several cool wallpapers.

It's really hard to tell from the pics but this themes package is put together very well. The definition throughout the theme is excellent. Very good clarity and blending of colors!!

OH!!! Lmao!!! It's from one of Guspeed's red skins. It changes the dock color too on the homescreen.
