If it says s-off in your bootloader menu then yes, your nand is unlocked.

It's just that I'm having trouble installing cyaonagen its not letting me . All other roms and kernels install fine , just not that one

Pretty sure you'll still need the eng boot. I've seen the link posted here and on xda. I rooted with toast's method...so I didn't run into this.
