Should the front camera window be flush with the casing

I've just gotten my HTC One S two days ago. I notice that the small window in which the VGA camera sits is not flush with the front of the phone, and already dirt has gotten in.

Should there be a window on the front that keeps the front of the camera flush with the rest of the phone, or is this the standard design? I have a suspicion that a tiny piece has fallen off at some point.. Unless it was never meant to be there in the first place..?

It's a recessed depth of just under a millimetre. Is this normal?

Mine is also recessed by about 1mm, so I guess that is how it is meant to be
