Help Signal Strength Setting?

I have noticed where it is sometimes mentioned that on the Inc, they go to settings and somehow monitor the signal strength.... like -80 to -90, etc. I have looked and can't seem to find it. In fact, I have looked all through various wigets and programs and still haven't found anything concerning signal strength...
