When I finally upgrade to the S4, I may keep my S II and play with it but my question is, will I be able to root the S II without the Sim card installed?
You don't need the SIM for rooting.
Actually, you don't need SIM at all (I think in Android 1.5 SIM card was needed for initial Google account setup, but now everything also works with Wi-Fi.).
