Call Google and get the warranty exchange info. Worst case scenario, they fix it and charge ~$180-200. When my Nexus One screen shattered, they charged $180 to fix it. Then again, that was HTC, and that was a few years ago. Won't hurt to try it though, that's better than buying a new one outright in only God knows when.
I wonder if having the bumper on it would have saved it at all. Is there a screen protector on there?

I've seen some horrifically smashed screens, much worse than mine, and they still function ok.

Did you have any custom recovery on it? That would be a game changer.
If you had debugging mode enabled, you could probably use the Nexus 4 toolkit to reflash it to stock or simply unlock the bootloader, which will wipe the phone and reset.
If not, there's a slim chance you could use the keys, but there's be no way to verify it was successful.
I already flashed CWM on mine so i can't tell you the exact key presses to use for stock recovery. I know with power off, you pres and hold the volume down and power button for 10-15 seconds. Then press down vol once to select recover and press power to confirm, but after that I don't know what the key presses are. Maybe someone else who still has stock could give you the exact sequence of button presses.
That must have been some impact. It looks like the stock recovery is corrupted. I do think, though, that if you can get it into fastboot mode (the first screen) you can unlock the bootloader with the toolkit and that will wipe the phone. Then you can decide whether or not to re-lock it.

I did, by pressing volume up and down, and power button, manage to get it in download mode? What the hell's that?
