Edit your build prop any of the various ways you like.

Add the following to the bottom of your build.prop file (located /system/)

windowsmgr.max_events_per_sec=60

reboot, and your done

I noticed a subtly smoothness, but it may just be a placebo effect.

Please note some roms may already have this line added, just depends on the dev. I believe KaosFroyo already has this as a default (I may be wrong). to undo just delete the line
