So I have a 2.2 OTA with a factory reset and I wanna root my phone to get the tethering a blur-less droid x. How do I go about doing that?

that is debatable. the newest tranquility is great. it's blurless, and it's easy to install.

I'm probably wrong, but I didn't think we could install roms on OTA 2.2?

We can't mess with the kernel and boot loader. We have full access to system which is all the DX ROMS change.
