Help Software update is temporarily unavailable.

When I go to settings -> more -> about phone -> software update it says "Status last checked on 4:05 PM 09/28/2013"

When I click "Check Now" I get:
Service Unavailable
Software update is temporarily unavailable. Try again later.

I've been getting this for weeks. Any ideas what could be wrong? I'm on Verizon.
 
I used to have that problem a lot on Verizon with my Moto D2G. It never did go away, but I did always get the updates eventually.
 
I called VZW and they wanted me to do a factory reset. I said "no". I explained that I researched this and that the factory reset doesn't address the issue. I told the guy that a new SIM card should fix it. He told me that there's no way that would work. I explained that all my research online showed that it's a SIM issue. He asked me to provide a link. I said "no" and, essentially, hung up. He called me back and said he's send a card. It arrived today. I plugged it in and within a minute or two the update start downloading. It rebooted after the update and there was a another one.

Good thing the VZW rep was positive the SIM wouldn't fix this.
