Root [solved] Install ADB Drivers for flash without USB debugging

I'm in a rather sticky situation.
I'm stuck in a bootloop with no custom recovery, I do have stock however.
In trying to flash stock using my PC on Wug's nexus 4 toolkit, I've discovered that my drivers aren't working, I can't reinstall them as I can't turn USB debugging on. (God know why it's off :/)
Anybody got a way of installing the right drivers without USB debugging?
