Help Sound settings don't stick

Hi, I'm on Android 4.3 and I have a persistent problem, some of the sound settings I make don't stick after a reboot.

So for instance, the default notification sound I set to anything really, then after a reboot, it changes to Unknown Sound.

Does anyone else have this problem and is there a way to fix it please?

Where are you setting the sound up at in the phone? Reason I ask is because the S4 has multiple places in the software to set up sounds.
 
Try going into the app you want to set the sound for. Hit the menu button, select settings, and then look for notifications.
 
Maybe:
the audio files are not in a location where the system scanner finds them during start. Should not be on ext sd.
Maybe scanner is not working...are you rooted?

Yeah, I get that. So for instance, in my SMS app, I have set a notification and it seems to be sticky. But I want to change the DEFAULT ringtone and notification sounds, as some apps don't let you change the sound, but I don't like the default Android uses. I am experienced at this, what is not working for me is that the system is not "remembering" the sound I'm selecting.
