Help speech text samsung moment

How do you get speech text to work on the samsung moment? I've been trying to get it to work for the last 3 weeks so I would really appreciate it someone could tell me what to do.
 
I dont use the text to speech, but i seem to remember seeing in the settings somewhere and option to download the software to enable it....have you tried that? Its under menu>settings>text-to-speech....install voice data. I would try it out on my phone but i deleted that app.
 
So I have the moment and I got everything downloaded but I don't know how toput the text to speech in use. Idk if I'm missing something or if I'm blind I
 
I don't know if I'm blind or stupid but I downloaded everything and I still can't figure out how to activate it. Uggg complications
