That's really subjective. There are several that could be the 'best' it all depends on how they work with your particular phone. BlazerROM and FreeGS3 are probably the best stock ROMs that have the camera sound files removed.
You can always remove the files yourself on a rooted stock ROM. Just go to System > Media > Audio > UI > and either move these files to your SDcard or delete them altogether: camera_click.ogg, camera_click_short.ogg, shutter.ogg_, and shutter_multple.ogg. You have to use a file manager that can allow you system access like ES File Explorer (free) or Root Manager (paid). They are both in the play store.
Goo Manager does not root. It only is used for installing a customer recovery on an already rooted phone. You must be rooted first.
