If you're using an app like E-Z tether or something like that, you need to turn on USB debugging (which is pretty standard when using wired tether.

MENU>System Settings>Developer Options>Toggle on USB debugging

As for automatically tethering when you plug it into a computer, I'd imagine that would be setting that you'd have to do through the app. I'm not sure you can set that through the phone.
