Yes, and it's located at /system/media/android_audio.mp3. you might be able to replace that stock file with a different one but keep the same filename.
PS- you'll need adb (from Android SDK) and probably root, I'm already rooted.

Yeah it's not going to be easy to modify it, it's read-only by default but techies can make it writable but with some risks. I use silent boot as I can't stand the bootup sound.
