Still no lollipop Nexus 7 2013

Is this for developer use only. Do you have to be rooted to use file or can it be downloaded and side loaded.
No need for root. You need adb and fastboot (SDK) and then run the flash-all.bat. the instructions are on the page.
 
Guess I will have wait have no computer,only my Nexus 7 and phone.Have not owned computer for years.

Yeah you need a computer. That's how you sideload, with adb. But it will come ota soon enough. I'm sure you won't be waiting long.
 
I got the update about a month ago. Since then, it has moments of "sticking" where its not responsive for 5 - 10 seconds at a time, and apps crash. (Its like ios 8 on an ipod, really)

576 MB of memory is free. Its been my TV remote for the last year.. netflix app driving the TV (no streaming to tablet), Xfinity Tv remote, and logitec harmony remote.

The only change before these problems was installing L. Anybody else having these sticking / freezing / app crash problems?

Make sure all the apps you're using have been updated to work properly on lollipop. If yes, then you may need a factory reset. Its easier than you think to set back up. I can do it in like 15 minutes, and I have a pretty elaborate setup. Many ppl have needed to do a factory reset after updating. But first you can try clearing the cache and data for the apps that are giving you trouble.

My Nexus 7 2013 WiFi still hasn't received Lollipop. Shouldn't it have by now?

No, it's bone stock. It's brand new. I literately opened it last week.

I have 2 other family members who have non-rooted non-rom'd Nexus 7 2013 WiFi devices that are in the same boat. All of the devices received the notification for, and successfully updated to, 4.4.4, but none of them have received a notification for Lollipop. Manually checking for system updates doesn't help.
 
You can always adb sideload the update zip. If you're not familiar with adb, wugfresh nexus root toolkit is a very handy tool. It will handle it for you. http://www.wugfresh.com/nrt/
Very useful tool. It will download all files necessary and install them for you. Just a few clicks. No need to root or anything, although it will do that for you too if you want. But it will easily take you through manually updating.
