I know this is an old thread but PD19IMG.zip are flashed through the Bootloader of the phone. Might have to google how to put the phone in bootloader mode as I have a fully rooted and rom'd phone it does it through my power menu.
This is posted incase someone googles something to bring them to this thread. I googled the modem numbers and got here.
