Is the lockscreen control functionality used by Google Music accessible to 3rd party apps like Pandora? I would love to avoid unlocking my phone just to skip a song.

I don't know about Pandora specifically, but yes, 3rd party apps can use the lockscreen. I know that TuneIn and PowerAmp both use it.
