Root stuck flashing a rom

im just trying to get back onto rogers because i did some update and everything changed to at&t i was following all the xda videos but when i went to load my rom file it maybe from or something at a screen that looks like this

with a bar that hasnt moved at all for the last half hour.
the size of the file was around 250mb if that means anything

You need to be a little more specific. What did you flash? The stock rogers rom from xda? If yes then you need to use odin and not cwm.
