I have tried a factory rest and cleared cache in fastboot. I cant see the mass storage memory when I plug it into the pc I can only find thr phone it in fastboot and also not in adb any ideas thankd for any response

Well adb is only used when you can actually boot the phone and connect it as usb debugging, so it's ok !
Try installing another rom, i'd suggest ViperOneS or MiUi for the S4.

ALSO, get the boot.img from the rom .zip file and flash it onto your device ! Maybe this is why you have that bootloop !

What happened when you ran the ruu? Did it give you error? Hang updating a particular partition? Was it successful?

If you're trying to extract a jb ruu,it won't work. HTC has started encrypting them,so we can't extract like we used to.

If the ruu ran with no errors, then extracting and flashing a boot image is not likely going to help.

Try the factory reset option in hboot. If you're still stuck, try running the ruu again.
