stuck on the second red thing

If you cannot boot try wiping the cache portion deleting all temporary data and not touching any apps you installed or data you saved. To do it ...

Step 1: power your Bionic down
Step 2: hold volume up, down, and power simultaneously
Step 3: use the volume down to navigate to "recovery" use volume up to select
Step 4: you will get a screen with a triangle with an exclamation point, next to an Android. Press volume up and down simultaneously
Step 5: use the volume rocker to navigate to "wipe cache partition" and use the power button to select.
Step 6: after it has finished, use the volume rocker to navigate to "reboot system now" and use the power button to select.

When you press power does a dialog appear asking if you want to power off?

If it does long press on power off and when it asks if you want to enter Safe Mode allow it,

If it then loads normally it is caused by an app that you added.

Power off.
Take off the back.
Pull the battery.
Make sure the SIM card and SD card are seated properly,
Reseat the battery.
Replace the back.
Power on.

I remove the sim card and put it back I'm not sure what sd card looks like
 
SIM card is large white card with Verizon logo. Connector at top of Bionic.
SD card is 1/4 the size and is above the SIM card. Connector to right of Bionic (viewed from open back.)

The last thing I can think of prior to a Factory Data Reset ...

I pulled the SIM and SD cards and it still boots for me.

You could pull the SIM card and see if it boots. If it does then you get a SIM card replacement.
