I am about to change roms Apex to GummyJar. Any suggestions on the easiest way to reinstall apps? In the past when I have signed into my Google account the market attempts to download all my apps at once and it ends up being a cluster fu... I have backed up all my user apps + system data via TIBU. Should i just reinstall TIBU and go in and have TIBU reinstall. Any shortcuts, ideas, etc. is appreciated.

Lol, I do three things before flashing a new ROM, first I sync up AppBrain to make sure all of my apps are in the cloud. Then I do a fresh backup in TiBU. Then I do a nandroid so that if anything goes wrong, I can flash back to where I was and do it over again.
After you have GummyJAR up and running go into TiBU and restore the data in whichever apps you want. Or do a batch restore. I haven't had any problems getting my apps and data restored to date, tripple protection works for me.
