Just point him at the Stock V4 nandroid that is posted in the forums. That should be everything he needs to start out building, but he will most likely need help from MT as de-odexing the file system is a pain.

Don't even tell me that you are trying to do this on Windows without 7-zip. I had the best luck working with this in Ubuntu, but MT seems to be the only person to get this thing fully De-odex'd. As far as your questions, yes, this this stock, no root, no data, meant to bring people back to the "fresh out of the box" experience in case they need to get their phone fixed.
