Help Talk Web Browser

A developer named Mike DG says on his blog that he created a talking web browser that would work with Google's TTS livrarry. I found the code, but can't seem to find where to download it. Any ideas? Any help would be appreciated. The code is on GitHub. God bless and thanks.

Okay, call me ignorant, but I have no idea how to get this from the computer to my phone. Also, um, just checking: This is legal cause it's open-source and he released it, right? And thank you so much for your help. If this works like it should, I'm gonna be on cloud nine!
