Help Tethering to PC for internet?

Is they any app for the Fascinate that would allow me to tether my laptop to the 3G coverage without rooting the phone?

There are a number of apps that do this but some require root and others require froyo. Easy Tether and PDANet will both allow you tether via usb with no root or froyo required. The free editions don't provide access to secure sites but you can purchase either one and gain that access.
