I Had a HTC evo 4g and I upgraded to a galaxy s4 a couple days ago. I wanted to know if there is a way to put text messaging in a secure folder that would need a password to access it. I want to keep it secure for legal reasons.

Not with stock Messaging app. But there are many 3rd party apps, that will password protect SMS contact, or encrypt it, making in impossible for anyone to read. And the lock can be removed by keying the pass on your dial pad.
Visit Google Play, search for secure or secret SMS. You should find many. Sorry I can't make any specific recommendation, but I have never use any of these apps.
