Text problem on zoom

My partner and I have just got our first Samsung phones, Note 2's. Our previouse phones, HTC Desire/HD had the ability to shuffle up the text when zooming in on a web page. Although the Note 2 is a bigger screen, it is still a pain having to scroll around to read an article. Or are we missing something in the settings?
