I think it was Hadron who found this, but I couldn't find the post or link to it. So after a bit of searching I found it and thought I'd try it out.
Dan's already created a custom HBoot for his ROM in WINE using it. Happily it also worked for me on Win7 (x64) - just successfully created custom hboot for Oxygen 2.2.1 (sys @ 102MB, cache @ 5MB) to give myself 5MB of 'headroom' rather than the pretty tight fit using AlphaRev Oxy r2.

Also, 'cos I like to check these things I wanted to do a check on the new img hexdump but didn't have a hex editor installed.
Found Tiny Hexer - a nice simple one with easy to use compare function, and checked a test hboot matching one of the AlphaRev hboots first to make sure img generation was 100%.
Edit: didn't see there's already a hex editor link in the Toolbox
