The Navagation app is it the same one inside the Googlemap?

My phone came preloaded with 2 apps and I wonder if they are the same app?

1) Navigation. This one has a blue arrow shaped icon pointing to the top

2) Maps. This one appears to be Google Map. Inside the maps, there is navigation option & I wonder if it's the same as the above app but as a short cut?
 
Usually the GPS will only connect with data active. To help it lock on faster, use GPS Status to help connect the GPS if it hasn't been in a couple of days.

While navigating, it will make the whole map grey and highlight your route, besides the bird's eye view.

GPS is free, but loading the maps will cost you data.
 
It's the same app, because it's a shortcut to that particular function. Think of Maps as a "master program" with other ancillary functions within it. Rather than drilling into the app in order to navigate, Google created icons to both the Navigation function, as well as Places; both are reachable with Maps, and both can be directly accessed through their respective shortcuts. It's handy if you know that you really only need to access that one function.

Actually, every time I have used it they look identical. I have the satellite layer turned on. It depends on the settings how they look.

Actually the "Google Maps" is more detailed and has 3D buildings, street names and company names. (You can explore this map without using the GPS on.) The "Navigation" doesn't have all of the fancy looks as Google Maps. (Not cluttered and easy to read the map.) It can only be used with GPS turned on.
