That has nothing at all to do with adb.
It's showing you generically how to reference the proper absolute file path for a Windows executable.
BTW, unlocking and adb are not usually terms that are associated together, as we've discussed many (many) times before.
Why don't you tell us about the specific issue that you're having (and provide us details and screenshots)?
