I call BS on those specs. While it likely will have a FFC, anything over 1.3MP is wasted there. Also, all indications point to having Desire HD guts, IE, Qualcomm Snapdragon MSM 8655 (1ghz + Adreno 205 on 45nm process). Not sure how they're going to do the internal memory, but EMMC was a bad idea.
Regardless, it would have an octo-core Tegra 25 and I wouldn't care. The 3.7"/3.8" of the Incredible/MyTough 4G is where it's at for me. Even the 4" of the Galaxy S is too large for my tastes, let alone 4.3".
Going back to the dual-core, I'm not sure on that even being ready for a commercial device by then. Qualcomm's roadmap has the Snapdragon QSD 8x50A (1.3ghz + Adreno 205) slated to hit before dual core. QC did a great job of beating all of the A8 chipsets to market, but it looks like A9 will be the first to dual-core courtesy of Tegra 2. Orion, OMAP, and Snapdragon might all play second fiddle this time around.
