Thunderbolt to Sprint

I understand Sprint uses the 1900mhz frequency for Data and Voice

I understand Verizon uses the 1900mhz frequency for Data and 800mhz for Voice


Theoretically: (I understand ESN activation and others may be difficult, but) Can it be unlocked and carried over? Why not, if not? I notice that this hasn't happened with any other phones, so I imagine it's not possible.

The Thunderbolt can't send/receive phone calls without a sim card (excluding 911), Sprint has no sim cards.
